flow rate recommendation for chiller

I know you shouldn't be shooting water through the chiller sin e you want longer contact time. But what's the recommended flow rate? Not sure if its different per HP but it'll be 1/4.

And I plan on splitting off my return. Is it an issue to just have a constant flow through it even when its off?

I think each chiller is different and each manufacturer will tell you the flow rate needed...
