To check if it is tempered or not you can use polarized sunglasses and a cell phone or laptop. If you look at the cell phone or laptop display through the glass while wearing the polarized sunglasses a weird pattern will appear if the glass is tempered. If the glass is not tempered, there will be no pattern and it is safe to drill.

Most side panels on most tanks are not tempered, bottom panels are typically where you will find a tempered panel and this is really somewhat rare to find anyways. If you do some googling, there's a spreadsheet somewhere that lists common sized glass tanks and whether or not their bottoms are tempered, if I remember right almost all 55g tanks have tempered bottoms.

You can also call the manufacturer. I have a 40B from Petco (marineland I think?) and the bottom was tempered (and designated as such by a sticker) but the sides were not.
