Why do you have nitrites? Has your tank fully cycled yet?

I've had a 125 gal. Tank set up since the last week in november.
Fluval cannister filter
Tm v2 skim 800
3 power heads
10 gal sand
5 gal rock
Api test kit ;/ hehe
Cycle went well at the beginning but once it got to no3, it just kept rising to the point I'm at now. 80ppm.
I've been researching and researching and, all I'm really asking is, is the nitrate supposed to rise then fall with the cycle being fully established?
I'm currently going through a sugar dosing to get it down. No reaction thus far. I also have another factor, my sis thought it'd be a good idea to bring me stuff for the tank from the beach. sand and rocks. Since her visit was around when we were getting the tank, I thought it'd be ok since we weren't stealing fish or anything.. what she brought is what I used.
Now that I've been battling no3 (and after talking with lfs) I think the stuff could have had something to cause no3 to be so high. Like bacteria.

1. Was I supposed to see a drop in nitrate if cycle was established?

2. Do you think with time (especially if I can help no3 now even thought sugar may not have long term) the sand and rock I have will become any better for the tank?
