Green hair algae

I've been having a constant problem with green hair algae. I have a 30 gallon tank. It just won't go away no matter what I do. I've had my tank for 4 years. Would it help if I drained all the fine sand out of my tank? I was thinking about changing out the rock also.

Suggestion?

I used reef flux as directed and haven't seen any ever since. I do have an issue with cyano now that all the gha is dead.

What do you have for filtration? It would held if you gave more details on your tank. Rocks that can be removed can be rinsed in hydrogen peroxide to kill gha. The sand if deep enough will help reduce nitrate and otherwise should not be a contributing factor, unless it is real course allowing it to trap detrius.
