interesting thing about anglers. they move around via jet propulsion, rather than their fins - at least mine does.
the fins are only there for it to hold onto rocks and directing its trajectory. it basically gulps water, and ejects it out of vents at its "elbow".. if you want the last ~5-10 seconds of the video, you can see the water being ejected on the surface tension of the water.
