a 24 inch 4 lamp will let you grow whatever you want in that tank. I al so like a bluer look. From front to back I would do

blue
purple
blue
blue

you can also try

blue
purple
white
blue

What the difference between High Output and regular t5

Sent from my iPhone using Tam
High output T5s have more out put and deliver more PAR that a normal output. Don't use a normal out fixture or place normal output bulbs in a high output fixture as it will damage the ballast.

To answer the question the main difference is that people who enjoy cyano like lowbudget use normal output. don't be like lowbudget

depends on the reflector they use. if they use cheap reflectors then not all the energy is reflected to the tank. there are only a few fixture i would use or have used. ati power module or sun power, aquaticlife uses good reflector as good or the same as ati, and sunlight supply tek or tek elite. i dont know if you can still get sunlight fixtures anymore. maybe they still sell it at the horticultural shops.
