Even in parallel, if one LED opens, then the whole 1000ma will dump through the remaining LED and smoke it...

Yeah, the cross kind of made me go Hmmm... If you build something hollow to go under the water, it will be full of air and float... And I can say that it will float again as air slowly bubbles inside it from Algae etc... A professional would have made sure it had a vent in the top to let air...

You can throttle it down, but it's better to put the ball valve on the inlet of the pump if possible... My 180G tank with a 75G sump was running 3900GPH wide open! no sand storms etc...
