Yeah that does seem like a lot are you sure that that's per gallon not like per 5 or 10 gallons.

If 1 ml is 2.50 then 1200x2.50=3,000 divided by your volume 220=13.6 ppm if your volume is closed to 200 then 15 ppm and the middle of the two being 14.3 ppm. Seems you got it right.

There's a primer we use at my work for steel it's like a really thick paint that would help. But powder coat would probably be best.
