If your return in your DT tank stops siphoning water to where your sump is just full, then no you don't need a check valve. But if your return is still siphoning and your sump is nearly full then no doubt you'll need a check valve.

Yup forsure cyano is that red/burgundy stuff. Don't blow them off the rock, make sure you siphon them out.

You can get yourself a skimmer if you don't have one yet, and that will kill 2 birds with 1 stone cause it will remove crap and make bubbles/oxygen

You can get Reef breeder LED lights for under 200. They're a vendor here. I've had mine for about 2+yrs already and works great. I have a mixed reef but mostly LPS. That's a light brand I can recommend from experience and in your budget. The light fixture I got is value led's from reef breeders.
