I would watch buying used sand unless you really now who's tank it came from .. What if the guy you are buying the used sand from ran copper or some other chemical that is not reef safe ?? I would buy the new sand and not worry about the things you could pick up with the old ... Its always...

I see !! Im starting to wonder if its the same for some saltwater fish like clownfish as it is for some freshwater fish like bass and panfish where they will fan out a bed to spawn in ?? Or maybe he is just trying to fan the area clean of rocks and frags where his nem is hosting ??? all I know...
