I just bought one of these, mounted all power supplies on the bottom, with controllers velcroed inside the top shelves. Then bought one of the baskets and cut it in half so it could hide the power supplies.

starfish are scavengers, not aggressors. Something must have happened that caused the anemone to stress out and/or die. The starfish is simply eating the remnants.
Only issue I can think of when using large amounts of epoxy would be the skimmer going nuts.
Again, I'm not positive on this, but that could be the only issue.
Another option, if you were open to slowly replacing the rock is this stuff...
Just throwing this out there. If you have some space behind your tank or a sofa close to the tank, this could work. I already fried a dj strip under the stand after a leak. So I'm a bit paranoid.

If you're willing to meet halfway, I have a couple pumps, filter socks and an unused 40 gallon you can use for a sump. I didn't see a sump listed on your equipment.
