starfish are scavengers, not aggressors. Something must have happened that caused the anemone to stress out and/or die. The starfish is simply eating the remnants.

Only issue I can think of when using large amounts of epoxy would be the skimmer going nuts. Again, I'm not positive on this, but that could be the only issue. Another option, if you were open to slowly replacing the rock is this stuff...
