    I have the best luck with hair algae when I have a large clean up crew of snails. they seem to keep the algae off the rocks and my filtration system filters out the rest.

    As far as turn over rates, I would go with higher turn over if you are planning to keep sps, otherwise med flow is fine.

    Both Phoenix or radium are tried and true bulbs. It will certainly help with growth, but if you want more growth, I suggest you target feed your corals too.

    Good advice. I would say water change is most important to get the nitrates down. You don't need to have an overflow right this minute as it's not the major cause of your problem.     make sure your reactor is perfectly vertical. mine is not, and does exactly what yours does but it doesn't matter cause everything gets moved around anyways.
