Use your judgement. Fresh new live rock can be cheaper and has not been soaking up nitrates and phosphpates. Dead rock with some time to get seeded is a good way to go also. Some sellers on Ebay have new rock for $2 per pound plus shipping. There may be a local seller where you can get...

If you see any creatures like sponges on the rock, scrape them off because they are going to die anyway. Wait, I know it's tough, and when everyting settles, do a massive water change. Wait some more and then add animals when the cycle is over.

If you cycled with uncured live rock or with a dead table shrimp, do a 100% water change. Get your water tested. If amonia and nitrates are detectible, wait. When all is good, add a fish that you like, that is not too expensive. Take it slow and you should do fine.
