does look like eggs, but cardinal's are mouth brooders.... and shouldn't be outa mouth until hatched, unless just laid and male hasn't gotten them yet.

from online search.... " Generally the female will release an egg mass close to the chosen male and after the male fertilizes the eggs, he will take them into his mouth to carry them during the incubation period, until the fry are ready to hatch."

This fish hasn't seen another Banggai in 3 years. Can they store sperm that long?

no. they will just drop-off unfertalized (according to online). google it "mouth brooding cardinal fish"

I found a pic on reef2reef that looks like unfertilized Banggai eggs. They look nearly identical to what I'm seeing. Thank you!

Now, what about the cloudy eye?
