I am in the middle of downsizing from 70 to 40 gallon. If I setup a frag tank with no rocks but just corals will I need skimmer or some kind of biological filtration? Does the tank have to be cycled or can I put new saltwater without cycling?

You would still need a cycled tank. Corals are also an animal of sort. I would run a skimmer, you'll need the biological filtration, I would also use a sump with live rocks in it for the bacterial to multiply. Some corals need to be feed while others do not.

I run 2 100g frag tanks with no skimmer. I have media filter in my sump and I'm going to start running a dyi algae scrubber.
