Despite of my noisy drain, I'm going forward with this build and mounting my ATI in my canopy. I have a feeling accessing the tank will be a pain, but it's too nice of a canopy to toss out. I got two fans on the top sacking air out and two in the back fishing air into the canopy so I hope that's enough.

Yeah. If it's not too much trouble... You can get that light clamp while you're at it.

I did some posting on RC over the issue, so I'll see what them folk say.

Aaron mentioned that my gate valve might have been installed too high and giving me problems. But we'll see.

Possibly mine are about 3" below water line
Ok. That's one thing I could try to fix.

Also, the full syphon and the open channel heights are very close to each other. I guess I might have not pushed it into the bulkhead too well. Silly question, but might that also be a problem?

This could be your problem. You usually need a few inches of "pressure" on the full siphon to make it stable. I'd recommend the full siphon pipe to be about 2-3" below your open pipe. If they're too close to one another it's difficult to keep water from going into the open drain. Also, I prefer the top of the open pipe to be about equal to the height of the bottom of the overflow teeth.

True but I've found and inch to be plenty of room. And a big yes to being at the teeth level

Sorry for the dark picture. But all the way to the left is full siphon. I have no pipe on it I have a bag with carbon next to it right now Middle is the back up. Wide open with nothing on top. Third is wide open. Taller the the middle. With this setup no noise at all I was talking to winerboy on the phone he did even know I was in my fish room it was so quiet.

My gate valve is pretty high I don't think that's the problem. You adjust the water in your overflow to the desire height. Then you either back off or open more of the gate valve. If the water is creeping up you open a bit. Slight adjustments. If it is lowering the tighten it up. Again small adjustments
