I'll be honest. I completely underestimated how quickly these zoa's were going to grow and didn't put it on a separate removable rock.
How does one go about fragging a large rock of zoa's? My Stratosphere's have taken over almost the entire rock. This rock is part of the base and is glued/cemented to others. I was going to try and place those frag plugs over the top of a patch and see if they would attach to it. Does that work? Any suggestions?

If you don't want to take a hammer/chisel to the rock, gluing frag tiles onto the rock like you said and letting them grow over is a good way to go. If the polyp stems are stretching at all, you can also just take scissors and cut them, and glue them to tiles but it's more labor intensive.

With any zoas/palys, make sure you try to cut them under water if possible and/or wear protective eye wear, gloves and even a respirator if not in a well-ventilated area since palytoxins are dangerous.

Borrow a gryphon band saw and go to town, otherwise as mentioned, old school hammer and chisel works. I totally agree, wear ppe when dealing with zoas/palys, they’re no joke. Make sure you rinse the tools too, away from pets and people.

Use an Exacto knife blade.

Wear goggles and gloves, because the venom is highly dangerous. It can cause you to lose your vision or envenomate yourself if you have an open wound and the toxins get in.

Do it all underwater, in a small tub/container.
Use an exacto knife with a new blade and begin to slowly skim beneath the skin scarping the top layer of the rock it’s on. Sometimes once you get a good amount off the rest just peel right off like a sticker.

I would be the one cutting the wild zoos we imported, and fragging them to make it easier for the retail stores to sell them. I nearly lost my eyes a couple of times, so please be careful when doing it.
