how do you control it, looks like the manufacture date is 2004?

Its controlled by your aquarium controller or a ranco controller. And yes it was manufacturer in 04, sat in the box un used for a few years and then finally put to use where it come on a few times a day. For a year and then took back off line. Chiller is on perfect condition not to mention it's made in the USA and can be easily serviced if need be.
