Hello. It’s a pest if you consider it to be one. They are a type of brittle sea star. Like most brittle stars, they will help with the consumption of detritus, excess food & fish waste. I consider them a helping hand & usually toss them into my sump, there they will find plenty of food. An option for getting rid of them, is a melanurus wrasse, they enjoy hunting those types of critters. Good luck.
