More than likely you need to do one of two things or both. (I just got released from the hospital today (well, june 27) [My apendix went bad fast on sat, and it was removed sunday], so, there may be more (and I'll look when I get a chance from bed rest). . .
1) Make sure that there is enough distance from your lights/balists to your electronics and antennae devices.
2) Ensure that your outlets are proper. You can go buy a $2 outlet tester, and it shows you if the outlet is properly wired.

I got mine at harbor freight, but HD and Lowes should have them.
I will also research some more if that doesn't work, but most white noise interference (aka static) can be remedied with greater distance (like across the room) and proper grounding.
