The actual ban was lifted over a year ago. The judge said they had to come up with a "better" method of licensing fisherman, issuing permits, and records keeping. They appeared about a year ago with a hokey plan and the judge laughed them out of court (literally).
I have not heard of a courtdate when they will reappear with a new plan for the judge.
In the meantime the Pet Advocacy Group who initiated the suit, and got the initial ban, had filed an appeal against the ban being lifted. That appeal was dismissed by an Appellate Court (higher than the court the case is being heard in) in just the past 60 days -- This is a good thing and a big win for the pet industry.
So it's a matter of time (hopefully) for them to come up with an acceptable plan to the courts & local govt for regulated fishing.
However, there were bans placed on different islands at different times. I do not know if this proposed regulations will apply to all or some of the Hawaiian Islands.
