The ban was in effect thru most of 2021. Then the Ban was appealed. But the fishery wasn't allowed to reopen till there were environmental impact studies (Costly), a plan for a limited number of licenses to be issued and establishing a controlled catch and monitoring system. Around Nov 2021 they went into court with a proposed licensing and catch control system, that in laymans terms was a report that would be the equivalent of oneof us proposing how our significant others shop for shoes and clothes. It was literally laughed out of court and they were reprimanded for the inadequacies as to what they proposed and sent back to the drawing board. Jump forward to this month the stay on the ban was upheld, in opposition of the envirnonmentalist group. - The jist of this being is that - Ornamental Fish can be collected in Hawaii, But no one is licensed (currently) to collect them and no standards have been established for the collection process, range and quantity. The ban(s) took place on different Hawaiian fisheries (islands) at different times over a few year period. I do not know if the lifting of the Ban applies to all the fisheries or just a few in particular.
