its not the water level if it was it will fill up with water not foam. if your skimmer is lifting the lid like the one in that pic you posted it is because the water is set to low in the skimmer and the foam is super dry and not much water in it to help it pop. if you look at the pic you can see...

ez fix.......... just use a Schedule 80 2'' bulkhead the hole size is 1/4 bigger then a Schedule 40. so if you have a 2'' Schedule 40 buklhead the hole needs to be 3'' but yr hole is 3'' 1/4 a Schedule 80 2'' bulkhead needs a 3'' 1/4 hole...

ya if it has a hard skeleton at the bottom you are all good if it is all soft id take it out and flush it. has it ever moved on you or has it stay put?

you do it to wipe off the salt that builds up on them, if you do not they will burn.
