It goes after the sediment filter, you could put it after the carbon block as well or before it. As long as it's after the sediment filter it's all good.

I don't believe so. TDS is total dissolved solids, like iron copper, silica, etc. It is possible to have 0 TDS and still have po4, however if your ro/di is working correctly it should remove it, unless your tap water is super high in po4. I know that a lot of people on well water have super...
