Walmart has them for around $10, 50 watts but pre-set for 78 degrees, can't change the setting.

Well, I just need it to seed some base rock with live rock. And it will be used in a Rubbermaid container with a HP and set to that temp. of 78.

Do you know if they are submersible and for saltwater use?

Yes, they are submersible and I use one in my 14 gallon Saltwater biocube.
