Anyone had problems with Chloramines?

I'm having an ongoing issue with my tank having cloudy water. It's been running for 4 weeks and the water seems to get a white cloudiness when the lights come on. The only variable I can think of is that my 4 stage RO/DI unit is missing the chloramines and every time I'm topping off, I'm killing the good bacteria? I thought it was my oolite sand so I turned off the powerhead but that hasn't helped. Any ideas?
I've tested:
ph 8.1
phosphate undetectable with Salifert

There's a three inch yellow tang, a 1.5in pink streak wrasse, 1.5in swissguard bass, 1.5in tail spot blenny. Might be more fish than I should have at this point, but I added the recommended dose of Bio-Spira to establish the bio-filter the day before I added them. It's a 125 gallon.
Also, there was around ten pounds of established and cycled rock from a friends tank added to the dry rock.

If the cloudiness only comes with light, I would suspect a bacterial bloom or algae bloom. Have you tested for Chloramines? The carbon block in the RO/DI unit get's them out.
Also, dose PH buffer to bring the Alk to between 8 and 9.
