If it's a JBJ or Hamilton chiller you can take it to them directly for repairs as they are local businesses here in So Cal. If it's another brand, contact the manufacturer and ask them what they suggest.
You don't have to "fix" the chiller. You open the cap that reads "fuse" and replace it. Jbj sells them. If you don't use the ones jbj sells, make sure you find some "slow blow" fuses. You can't use the fuses from hd/lowes/ace.
They charge you $45 because they know you probably won't pay to fix it after they diagnose the problem. On the rare occasion someone pays to fix their lifeline for they're tank, that $45 goes towards the repair.
