Anything with a PSI over 2000 next to or in a fire will become a projectile rocket. Luckily it didn't kill anyone. But good point on circulating tanks. reminds me of the king of the hill episode when the megalomart blows up due to faulty propane and propane accessories.

From what I understand per osha regulations any pressurized cylinder is supposed to be tested and certified every 5 or 7 years or so. At work we have to have all of our lpg tanks and air compressor tanks recertified on a regular basis. Same goes for no2, oxygen, acetelyne, gold gas, etc. Basicly ANY pressurized cylinder. You suba divers out there should be aware of this all ready. The people refilling the tanks are supposed to check the stamp and only fill it if its current. This goes for steel tanks, carbon fiber tanks have a longer lifespan but I don't think they can be recertified they have to be replaced at the end of their certification period.
They do this because after so many fill/discharge cycles and expansion/contraction due to weather the tank devolops stress fractures and will eventually fail regardless of wether or not the pressure relief valve is good.
In short check your tank. If its steel and over 7 years old have it certified.

Doesn't sound like the tank was at fault...and also doesn't state that it was being used on the tank...it says adjacent house... so it sounds like it destroyed a neighbors tank?

Yea that's what it sounds like to me.
It launched into the neighbors house and took out the tank.
To me it also sounds like the relief valve on the co2 tank was defective that valve is supposed to pop when the tank exceeds a set pressure and dump whatever is in the tank to prevent the thing from exploding

Yeahhh sounds like a series of unfortunate events for 2 home owners ... not lnly did one house catch kn fire... it shot a tank through the ither house... so now the neighbors 700g of water helped to put out the fire...
