You could keep a juvenile angel then when it gets too big give it away. The pygmy angels, like cherubs, flames, potters, etc. are fine in small tanks too.

Any Dwarf angel would do... But I wouldn't do more than two at the MOST and that's pushing it in a 40...

What other medium or kinda large sized fish can i keep in a 40 if i choose not to get an angel? Could a butterfly or a foxface fit by any chance? Any recommendations would be greatly appreciated.

Foxface get huge so thats a no go. Butterflies also get pretty large. Are you going Fowlr or Reef? Hawkfish [No shrimp with these guys], Certain Wrasses [Lid or something to keep them in the tank is required], Blennies, Dottybacks/Basslets, Dragonets [Must have established tank], Dwarf Lions, Valentini Puffer... there might be others

Keeping more than one dwarf angel depends on the genus. A small yellow tang would be fine for quite some time, you could get away with a foxfire for a bit if you start off small. You would just have to plan on removing them once they outgrow the tank. Yellow tangs are slow growers. There are some butterflies like Kleins that would work. Most of the medium and larger fish need a lot of swimming room or they stress out.
