Water weld is fine, I used a little coral glue on the attachments points to make it stay. Once it dried it was good to go. Overtime coraline algae fills in.

I've never used the hydraulic cement from Home Depot, but I've used the Marco-400 stuff from Marco Rocks to make rock structures and it works really well.

You might want to try the e-marco. It's super strong and reef safe.

If you want, you can by mine for $30. I still have like 7lb left.
+1. I used the emarco myself. Works great and is super strong.

The structure on the left is 5 seperate pieces glued together with the emarco 400. Weighs about 40 lbs. I can pick it up from any point and it will not fall apart.

I've used the hydraulic cement, easy to use although it hardens up pretty fast. Haven't put it in the tank yet but a friend of mine has used it no problem. Cheap and you can get it in quantity. I mixed with rodi water just to be safe that I wouldn't leach ions into the water and get an algae outbreak.

Use white cement instead better than emaco s88 IMO because it dries white but you have to let it cure for a month in tap water for extra strength.
My structure are 150-200 lbs each

You can see it in my thread

I use portland premium white cement I believe ... I forgot the brand its a specialty cement not found in homedepot. I will check in the morning.

Emaco s88 is supposed to be better but it dries an ugly grey and if you cure the white cement properly its as durable emaco s88( special marine cement)

Thanks, I've been looking to make a few structures myself. I hope this info helps the OP as well.
