Every UC, CSU, CC in the state of CA. needs to be acredited every few years. It is a process that can take a few months, but the preparation is much longer. The school's board of directors/ board of trustees requires things from the school president, he/she in turn requieres things from deans, they in turn require things from department chairs they in turn require things from faculty or staff. The "things" include curriculums, quantity of employees, opinions on how to improve the institution, and many many other things. It is unfair to call all the work that goes into this process things but I can't list it all. Think of it as an internal audit, then pears from other institutions evaluate all the information and if they like what they see the institution gets the accreditation for a few years. This is an iterative process.
So, any institution, or program that is not acredited is not worth attending. "Is this programs acredited by a state/national independent board? is first question you should ask a U of P recruiter, I refuse to call the counselors.
