Your tank in cycling period, nothing you could do, water change will not help. Nitrate not suppose to be up for now. Check your test lit, you might have faulty reading.

Keep in mind that he switched a new tank 2 weeks ago and also added 100 pounds of live sand for biological and this could caused a faulty reading. Water change won't help because it will read exactly the same.

Doesn't matter if he added a ton of live sand...
if you have 100ppm of nitrate, and change half the water, you will then have 50ppm... Simple math, not faulty readings.
A WC is excellent advice on high nitrate removal. If your concerned about age in water... go get free water at Scripps or New Port. I have done 95% WC with Scripps and New port water with no I'll effects. Nothing but plusses!
Please, stop feeding heavy meaty foods. Blood worms have lots of oily fats and I know your fish eat it up but it is not an ocean or marine fish diet. It should be used sparingly for days your fish don't wanna eat pellets or flake spirulina. Food that creates less crappy waste.
