I think making your own water is your best bet to save more money.. You won't see it in the beginning but you will in the long run..

It looks like an all in one tank. If you want to use that tank your going to be kinda limiting in your filtration options. Also it is very hard to service a tank with a setup like that. A drilled tank with a sump in the stand is a much more versatile system. But you can make it work with that tank.

Where can I get some good live rock

Live rock will be much cheaper to get on here than any of the LFS. Just post in the WTB, there's peeps on here constantly breaking down, upgrading, etc. who are always selling cured or dry rock. I'd go with cured, it will help your cycle go faster

I agree and get the stuff here!!!

My first saltwater tank was an AIO and it was very successful with softy and some LPS. I didn't want to buy so much equipment if I failed. I would just use the tank you have now and get live rock and saltwater from the lfs to start the cycle. In the meantime look for lights, powerheads and start adding fish.

BTW Welcome to SCR!!!

I would start with dry rock so you don't introduce any unwanted pest or alge. Wish someone told me this when I first started but it's fine to do live rock just make sure it's from a reputable place. No aptasia or pest.

What all do you have in the way of hardware ( pump, powerhead, lights that sorta stuff). If you can't make your own water then buying it is your only option. If you can make your own that is the best way to control what goes into your tank as well as a better control of costs. Do you know anything about R.O.D.I. ? How it works, etc.?

Now I will only use dry rock, the stuff I just got for my newest tank was live and I left it all out in the sun and then gave it a good scrubbing. That way I know I'm not putting any pests or algae in my tank. I know you probably want to get your tank up and running but it doesn't take that long to cycle rock if you use a bacteria booster. there are some cool BRS videos on YouTube about aquascaping you should check out.
