Is this a reef safe crab?

If it's not a mithrax (debatable), porcelain or acro crab, I think it is a sump critter. That doesn't look like any of those to me (and not a decorator, which are supposed to be reef safe with caution). Also not a Sally.

Or. Or. Ask someone here if they have a sump in which they would like to entertain a very special murder crab.

I don’t know where it housed. I have a bare bottom tank and saw it came out at night. I decided to remove him just in case.

I've managed to give away 2 gorilla crabs just by checking this forum. I would imagine that an interesting crab like that would go quickly.

It's a Red Egg Crab(Atergatis integerrimus), also known as a pancake crab!
They're omnivores, mostly feeding on algae, but they'll also eat worms, fish, and whatever else.
Not known if they eat coral but I'm guessing it's unlikely. They're also toxic(if eaten), they contain the same tetrodotoxin as pufferfish.

When you say they eat fish, do they catch and eat live fish. Or fish about to die and small enough for them to eat?

Can't confirm, there's not a ton of info available about them. But, they are generally pretty slow moving so I'd wager it'd be dying/dead fish mainly.
Up to you, but my vote is on reef safe with caution(for now). Not sure what you have in your tank that's valuable and at risk, but if it were me, I'd let him stay and observe him for a while :p
