My YT is a wuss

After 2 months this guy is still as skittish as the day I got him. Everytime I go up to the tank or he sees any movement he dashes into the rocks. He wouldn't come out for a week when I started clipping nori for him cause it kept flapping with the current. He now knows and isn't scared of it anymore but he'll still swim up, nibble and dash back into the rocks. During feeding time he'll stay just within a cave until I step back before he's willing to come out. The other 3 fish are front and center the moment I turn the return pump off. He's the biggest of them all so I don't know what he's so afraid of.
