Definitely nothing to worry about... it's a vermitid (sp?) snail. They build those hard, stationary tubes and then excrete these spider web like strings and collect stuff from the water and then pull it back into their tubes. Filter feeders of sorts.
I had a ton of them in my tank before I moved. They multiply... be careful cuz their sharp like glass and can really cut up your hands when moving rocks around.

Yes they multiply faster then rabbits so be careful. And the only way to kill them is to stab them at the base. Just breaking the tube does nothing and they have no natural predators.
