My tank finished it's fallow period today. I will be adding my fish, including my pair of clowns Sunday. They've never taken to be hosted, so I want to remove my carpet and put them both in the acclimation box so they find one another.

Should I syphon all the sand out around the carpet nem? My main concern is disturbing the sand bed too much and causing spike of some kind. My tanks isn't the happiest right now and I'd hate for that to be the last straw.

Once I get the area clear I plan to gently pry it up with a credit card unless someone has better advice

What I do is first.. Put on rubber gloves.. Lol
If you just use a very thin spatula ... Go under sand till u hit glass bottom.. Maybe 3 " away from Nem. Then just slowly approach the foot anchored to bottom.. Once u touch him he will retract and then it easier. After you get carefully under one tiny edge of his foot, it's just a bit of soft pressure and he begins to release. Don't actually scrape him off aggressively or you can damage the foot.
Works for me , tho :)
Good luck!

How about changing the flow magnitude or direction in your tank? Nems are pretty sensitive to flow and should relocate if the location is no longer desired.

I don't think you should be removing the carpet to force the clowns into it. Not sure which carpet species you have but if it's not a natural host of the clowns, they possibly could end up being dinner
