slow / spotty connection to SCR

been having issues since yesterday. Thought it might have been a verizon issue when I got home (Long Beach) since there was an outtage there, but checked this morning, and no more outtage, but SCR is still very slow / spotty.

anyways -
symptoms : slow / spotty connection
location : long beach, santa ana
speedtest.net :
long beach = 9ms, 49MB down, 30 up
santa ana = 21ms, 4MB down, 9 up

anyone else having issues?

just an update. still really spotty (refreshed at least 15 times to get this to load)

other sites loading ok

6ms, 49.6 down, 29.9 up
