my friend has a 24 nano, his daughter threw some incense sticks and pretty much everything died. my question is, what is the best way to clean/rinse the tank? vinegar and bleach?

Ouch sorry to hear. If he's willing to start over then yes remove everything vinegar the tank and equipment and bleach the rocks and let them dry out.

yeah i mention to him that he will have to start over, either by cleaning everything or buy new sand and rocks but he wants to clean what he has and wait it out since the tank will need to be cycle again. how about the sand?

Well I'd just buy new sand since its a PITA to clean and its relatively cheap to fill a nanocube. Doesn't have to be the live variety either.
