I have a 15 gallon cube that has been running for 3 months. I want to upgrade to a 40 gallon tank. Do I add 20 gallons of water and new live sand + live rock then transfer over my 2 clowns, corals, invertebrates and put the rest of their water in the new tank?

The transfer upgrade can definitely be done in one shot! I would use as much clean water from your tank as you can get, it'll be like doing a 50% water change almost. New sandbed, just let the temp in the new tank get to temp before transferring everything so they don't get shocked

if you are adding new live rock and have the space to run both tanks while cycling the new rock that is best. Then do exactly as greaser said, use as much water from the 15g as you can that is clean.

The existing water is mostly to reduce shock to the livestock, as the cycling bacteria and other organisms are mostly present on surfaces.

I prefer to do a couple water changes (small), keep the old water, and fill the new tank with it and let it aerate.

Then, I make new fresh water, move live bacteria surfaces like filtration media/live rock over first, and then do livestock after 24 to 48 hours.
