Vinegar dosing

Can anyone explain vinegar dosing to me? Do I need anything other than white vinegar? Do you need a skimmer or reactor or anything?

I don't think you can safely carbon dose without a skimmer, they kinda work together. You're basically using the carbon (vodka, vinegar, bio pellets, nopox) to grow bacteria. Growing the bacteria also requires no3 and po4, then they die and get skimmed out. If you're not skimming, it all just stays in the tank.
