Welcome to the site, sorry to hear your fish isn't doing great. Most of us have saltwater fish but there are some that have both maybe they will chime. Good luck.

Sorry but he is not gonna make it. My uncle has oscar tank and two died from this disease. http://www.oscarfish.com/article-home/oscars/67-hith.html

It's hard to make it better there is med for that but it's a 50/50 chance that it might get better by the look of your pic he has been like that for a while he won't make it through the treatment sorry
