What keeps the sand alive when it's live sand in a bag? Obviously, there's not circulation and no temp control.

I think just the fact that it's kept wet in saltwater keep its alive but minimally. I'm sure certain strains of bacteria are tolerant of no circulation and temperature as long as it isn't a frozen bag. Personally I think it's a waste of money as you're paying extra for water weight and I've never experienced any benefit of faster cycling from it.

Do you think if bagged live sand was placed in a bucket instead of a plastic bag it would still stay alive?

I think it might be worse. Kinda creates a DSB and might be pouring in toxins in the tank. Especially with lack of flow already. But I'm guessing. I wouldn't take a bucket of live sand and toss it in my tank without thorough rinsing
