Download the free manual(s) and follow it step by step - it's not hard. Just be methodical.

Port forwarding etc tends to be router dependent.

I got it on the network and jamie did the programming for mine
Jamie was trying to walk me through it a while back but since my computer was broken we weren't successful. He was convinced we could do it without the computer but after trying to do it for a long time in different ways, nope.

Connect it to your computer, follow the instructions in the (un)official guide. It really isn't as hard as it looks. For someone to program it remotely you'll have to trust them with your system and it's security settings.

If you have remote services on your PC (like access from another location) then someone could probably set it up remotely.

Which part is "the last part"?

Here are the steps at a high level...what steps have you done?
-Getting dynamic DNS service from a provider
-Setting IP address on the Apex
-Setting up Port Forwarding on your router
-Configuring updates of your IP to dynamic dns service provider on your router or PC

Your PC operating system doesn't really have anything to do with it.

I've been soooo busy today with work stuff I haven't been able to even start working on the apex. I'm gonna try and work on it as soon as I get the kids bathed and down for the night.
