I did a little digging with the fish listed above on FB. They guy only treated for internal parasites, so his description for fully QT'd is way off and I wouldn't consider it QT'd at all. No treatment for velvet, ich or flukes (the latter two being the most common).

just out of curiosity if the fish have been kept for a month+ and no ich, flukes, or velvet is observed why would you treat for it?

You need to do a freshwater dip to rule out flukes for sure and I would assume all tangs have ich. Especially the way fish are kept at wholesalers. Keeping a fish by itself doesn’t clear them of ich. Ultimately it’s up to the individual, but I wouldn’t risk putting a fish that’s not fully QT’d in my display full of fish and risking hundreds of dollars worth (and years) of livestock. Fully QT’d means that the fish in question has been treated with appropriate meds to take care of the 3 problems I mentioned before, otherwise it’s not QT’d at all. But this is my definition of QT, but understand that this may not apply to other’s beliefs.

ich can be dormant on fish for a long time before it attacks (when a fish is stressed/weak)
velvet can probably be marked off cause it kills pretty fast
flukes can take a while to hatch depending on temperature etc
