Clowns, Cardinals, and I'd add the Lawnmower Blenny for looks, functionality, and personality.

Clowns are in almost every reef tank. They look cool and are easy to keep. There are some inexpensive wrasses that look nice and aren't to demanding.
Tangs are hit and miss, I would recommend anyone wanting a tang first set up a quarantine tank. I would bet the number one fish killed in tanks is a hippo tang. Everybody wants a Dory
