Because it’s threaded I guess. If it leaks with cement I gotta cut again n wait to dry. It’s not a new set up. Just got a sump and need to redo my drain and return.

Yes, that pipe is safe to use.

Threaded PVC sounds great until you realize you have to work with fixed lengths of pipe. If you want to go this route, it is usually better to use threaded fittings and standard pipe - you cut the pipe to the exact length you need, and use threaded fittings for the flexibility.

Also don't forget tru-union connections at appropriate points.
